Their distribution spans much of the world’s coastlines, their net primary production parallels that of the amazon rainforest, they range in size from centimeters to 10s of meters, can grow by meters in a week, have multiple modes of reproduction, have helped push forward human exploration millennia ago, support multi-billion dollar fisheries, are themselves consumed, have life supporting compounds, and are the inspiration for artistic creations, myths, legends, and storytelling.\n\n## Why monitor kelp forest ecosystems\n\nThe extent, condition, and services provided by kelp forest ecosystems have significant impacts on ocean health and the wellbeing of coastal and non-coastal societies. Kelp forests are key marine habitats on ~40% of the world’s coastline and support an immense variety of biodiversity, provide a diversity of benefits for society, and influence the chemical and physical characteristics of coastal ecosystems. \n\nChanges in kelp forest extent and condition are associated with declines in key species such as abalone, lobster, and other fishes . Biodiversity loss is associated with kelp forests and key coastal fisheries are often closed following the decline of a kelp forest, for example in California, Japan, Canada, and Korea. A decline in kelp forests can also mean a decline in tourism, cultural identities, nutrient and carbon cycling, jobs, recreational opportunities, and other benefits provided by kelp forests. Current economic evaluations suggest that kelp forests provide between INTL $64 and $147,000 per hectare per year and are globally worth $500 billion. Monitoring kelp forests ecosystems is thus needed to understand changes in these benefits and create appropriate management plans if those benefits are threatened.\n\n### Research and Long Term Monitoring\n\nEcological researchers are inherently interested in the attributes and functions of a kelp forest. Robustly monitoring these ecosystems can thus provide quality data for investigating scientific research questions, and testing ecological theories. Collecting standardized information also allows for data to be pooled better, easier collaborations, and for questions to be answered at the regional or global scale. Repeated standardized data collection at the same site over time provides valuable information about ecosystem health and the drivers of that health. \n\n### Conservation Tracking\n\nMarine managers require data on kelp forest ecosystems to assess the outcomes of interventions such as protection or restoration, create environmental accounts, inform management strategies and priorities, and ultimately track progress towards local and international management targets such as the 30x30 agreement via the Kunming-Montreal Global Biodiversity Framework.\n\n### Decision Making\n\nAs ecosystem services are increasingly reported on in decision making, these services are increasingly given a market or economic value. Either to communicate their importance or create finance instruments such as carbon or biodiversity credits to fund conservation efforts. Good ecological data is the foundation of any such instrument and a monitoring and verification framework is needed to report and validate the creation of any kelp forest finance mechanism.\n\n### Conservation Finance\n\nPrivate organizations are increasingly considering conservation finance mechanisms such as carbon credits, biodiversity credits, payments for ecosystem services, and blue bonds. While the specifics of these mechanisms differ, they are based on quantifying and then monetizing attributes of an ecosystem, e.g., carbon capture, biodiversity, fisheries production. Their distribution spans much of the world’s coastlines, their net primary production parallels that of the amazon rainforest, they range in size from centimeters to 10s of meters, can grow by meters in a week, have multiple modes of reproduction, have helped push forward human exploration millennia ago, support multi-billion dollar fisheries, are themselves consumed, have life supporting compounds, and are the inspiration for artistic creations, myths, legends, and storytelling.\nWhy monitor kelp forest ecosystems\nThe extent, condition, and services provided by kelp forest ecosystems have significant impacts on ocean health and the wellbeing of coastal and non-coastal societies. Kelp forests are key marine habitats on ~40% of the world’s coastline and support an immense variety of biodiversity, provide a diversity of benefits for society, and influence the chemical and physical characteristics of coastal ecosystems. \nChanges in kelp forest extent and condition are associated with declines in key species such as abalone, lobster, and other fishes . Biodiversity loss is associated with kelp forests and key coastal fisheries are often closed following the decline of a kelp forest, for example in California, Japan, Canada, and Korea. A decline in kelp forests can also mean a decline in tourism, cultural identities, nutrient and carbon cycling, jobs, recreational opportunities, and other benefits provided by kelp forests. Current economic evaluations suggest that kelp forests provide between INTL $64 and $147,000 per hectare per year and are globally worth $500 billion. Monitoring kelp forests ecosystems is thus needed to understand changes in these benefits and create appropriate management plans if those benefits are threatened.\nResearch and Long Term Monitoring\nEcological researchers are inherently interested in the attributes and functions of a kelp forest. Robustly monitoring these ecosystems can thus provide quality data for investigating scientific research questions, and testing ecological theories. Collecting standardized information also allows for data to be pooled better, easier collaborations, and for questions to be answered at the regional or global scale. Repeated standardized data collection at the same site over time provides valuable information about ecosystem health and the drivers of that health. \nConservation Tracking\nMarine managers require data on kelp forest ecosystems to assess the outcomes of interventions such as protection or restoration, create environmental accounts, inform management strategies and priorities, and ultimately track progress towards local and international management targets such as the 30x30 agreement via the Kunming-Montreal Global Biodiversity Framework.\nDecision Making\nAs ecosystem services are increasingly reported on in decision making, these services are increasingly given a market or economic value. Either to communicate their importance or create finance instruments such as carbon or biodiversity credits to fund conservation efforts. Good ecological data is the foundation of any such instrument and a monitoring and verification framework is needed to report and validate the creation of any kelp forest finance mechanism.\nConservation Finance\nPrivate organizations are increasingly considering conservation finance mechanisms such as carbon credits, biodiversity credits, payments for ecosystem services, and blue bonds. While the specifics of these mechanisms differ, they are based on quantifying and then monetizing attributes of an ecosystem, e.g., carbon capture, biodiversity, fisheries production. A monitoring and reporting framework therefore underpins the development and use of any of these mechanisms.\n\n\nTable XX: Different requirements with the different end points\nDeveloping a kelp forest monitoring and verification framework\nAs the need for quality data on the extent, condition, and benefits of kelp forest ecosystems increases, it is imperative that we develop a standardized approach for collecting this information.
